The Strategic Technology Programme (STP), operated by
EA Technology, was established in the UK in 1997 following close consultation with the UK Regional Electricity Companies. The model implemented in the UK is now being adopted in other countries. A secure Intranet is used for trading and dissemination of outputs.

The Strategic Technology Programme is a collaborative programme of technical information, development and research to assist Electricity Companies world wide to achieve best in class performance in power distribution. The STP is owned by, and is under the direct control of its members, the Participating Companies. The key aims of the STP are to cost-effectively improve the operational efficiency and business performance of members within prevailing regulatory constraints.

Optional Modules within the programme address priority business areas. These Optional Modules reflect the interests of the participating companies and can be created or closed annually. Participating Companies can choose just those optional modules that fit their strategic priorities. Participation in an optional module is on an annual basis. Those companies that participate in an optional module direct the content and management of that optional module through the module steering group and receive all of the outputs from that module.

The Technology Acquisition Module (TAM) provides overall management of the programme, co-ordinates the activities of the optional modules and addresses issues which cut across two or more optional modules. Participation in the TAM is optional. Companies can chose to participate in optional modules but not to participate in the TAM. Companies that participate in the TAM additionally have direct control of the overall programme through the TAM steering group.
To participate in the STP an organisation must be:

Undertaking activities directly concerned with the distribution, transmission, generation or supply of electricity.
An Asset Owner, an Asset Management organisation, an Asset Operator organisation or any combination of these, or an organisation with generation connected to the distribution network.

Participation is therefore not limited to those organisations that have historically been responsible for the management and operation of networks but is also available to companies that are increasingly taking on a service provision role to the owners of the assets.

The modular structure, with annual term for participation, has proved particularly successful in enabling companies to ensure that the work they fund is targeted and directed at critical business needs in specific areas of importance to them, whilst providing a framework which enables relevant projects to be formulated, authorised, funded and delivered within very short timescales compared to other collaborative programmes.
